Health Savings Accounts
HSAs are tax-preferred accounts that can be used to pay for medical expenses.
Created under Medicare Modernization Act, which took effect January 1, 2004,
HSAs combine a “high deductible” health plan with a tax-favorable
savings vehicle.
• HSAs must be linked to a qualified high deductible plan (minimum
$1,000 per individual; $2,000 per family)
• HSAs only include access to the amount actually funded (unlike Flexible
Savings Accounts (FSAs) and Health Reimbursement Arrangements (HRAs) where
the entire calendar year allotment is available as of January 1 each year)
• HSA deductible is applied to all services including surgery and medications
(no prescription drug, hospital or surgery riders allowed)
• Funds are required to be held in a trust
• “Use it or keep it” – unused portion carries over from
year to year
• Maximum contribution to Savings Account allowed:
- Individuals: lesser of annual deductible or $2,600
- Families: lesser of annual deductible or $5,150
-“catch up” contribution allowed for ages 55–64
